The City of St. Louis, Board of Public Service (BPS), is soliciting Statements of Qualifications (SOQ) for

Professional Services from firms interested in serving as the Consultant - Program Manager / Construction

Manager for the Consolidated Terminal Program at St. Louis Lambert International Airport (the Airport).

The selected Consultant - Program Manager/Construction Manager (PM/CM) will provide staffing

resources to the Owner (City of St. Louis) for managing design and construction projects in coordination

with the City of St. Louis / Airport staff. The Consultant - PM/CM will be responsible for tasks identified

and delegated to the Consultant - PM/CM by the Airport during the execution of all phases of work, with

the goal of the successful on-time completion of the Consolidated Terminal Program. The Owner has

retained the services of an Executive Program Manager (EPM) to augment leadership for the Consolidated

Terminal Program. Through coordination with Airport staff, or designated EPM, items of work are

anticipated to include but may not be limited to, tasks encompassing and/or tasks in support of:

 Project management, project controls, coordination, and development;

 Assistance to the Airport and City in managing procurement of design and construction services;

 Administrative and/or technical oversight over the architectural and engineering design team(s);

 Administrative and/or technical oversight over contractor(s);

 Coordination with stakeholders including but not limited to airlines, other Airport tenants, regulatory

authorities, permitting authorities, and utility companies; and

 Public involvement and public relations (PR).
